The sintax of config.fpw is quite different then command line. For exemple, if you want the main vpf window be hidden when you application starts, you must have the following line inside config.fpw:
SCREEN=OFF
So, the same applies to path:
PATH=C:\IMAGE

Be sure "config.fpw" is included into your application.
