I would say, do the PACK once a month. Or do a more accurate analysis: when is the number of deleted records greater than a certain percentage of reccount()? When it gets to more than, say, 10-20%, do the PACK.
Depending on concurrent use and size of tables, give your users either a menu option in the main application, to run directly, or a separate EXE with instructions to run at midnight ("use the Windows Task Manager").
