Thanks to everyone for their suggestions and links. I decided to propose iPix - a kit that takes a single panoramic image in one shot with a fisheye lens, then uses software to flatten it and provide a 'simulated' pan and tilt. This solves problems I was having sending pan/tilt commands to a camera over a CDPD modem, and problems of several users trying to pan the same camera at the same time.
