Fox can do a lot of these things, but it's really not the best tool for that if it can be considered to be a tool at all.
Moving controls, marquee, fade in/out can be easy to code using a loop or a timer. But it's hard to play with rainbow text or anything that use alpha chanel effect in fox.
IMHO, these eye candy can cath attention and can be considered cool at the first view. But became really annoyance in the long run and must be left in the toolbox.
