I don't see any reason for changing existing system in this respect. The PUTM should be awarded to the people who earned most points. You cannot compensate a weakness of the point system itself (what's implied by this suggestion) by random drawing for PUTM award.

However, the points for a helpful reply would be changed to 3 instead of 2 while the originator would only be awarded 1 point for each reply marked as either helpful or the solution. I think it make sense.
