This is a semi-known issue and I have submitted to the VFP Team as a bug. The tooltips stop after the first parameter is entered as well.

Update: Sorry, I thought this was in reference to the Web Services code not being popped into form methods. I could have sworn that was what this was referring to yesterday. I guess I was having too much frustration with that issue yesterday, so that was foremost on my mind. That is what I posted as bug to VFP Team.
