A stated fact in the state of California, we have what is termed the “Three Strikes Law”. Three felony convictions and you do life in state prison. We have more people in prison for life because of smoking pot then we have for murder.

While New York has some very stiff drug laws, minor possession (<25 grams) of marijuana is basically a citation. Larger quantities and other drugs are indeed prosecuted strictly and harshly. "Don't do the crime..." etc.
