Personally, until the human heart changes and people want to not smoke dope (for example) all the laws in the world aren't going to help as much as we'd like...

I have a friend who believes in the law. Your term 'speedy trial' reminded me of his comment, "Let's hang the guilty bastard and give him a fair trial"!
