Drugs are hard to categorize along those lines.
Back in the late 70s (or was it the early 80s?) the Montreal Expos had a player (name forgotten) who was well ahead of record pace for stolen bases. Then he got busted (league-wise, not state-wise) for drugs. When he returned he was just average at base stealing. Then there are the "performance enhancing drugs" of the sports world today. Most of these are well known to damage body internals to some degree or another.

But one thing is cler to me about this subject. The long practised methods for interdiction and control have not worked and will not work. Trying something different cannot hurt the situation. It might just help the situation.
