I believe that he is claiming the attack was supported by the Pakistani government, not the Indian gov. Last year there were about 1400+ terrorist attacks in Kashmire (sp?), which is a territory with disputed ownership, and over 1200 of them were by Afgans trained in Pakistan. (Those figures were given to me by a friend who is an Indian living and working here in NE in his own business, analyzing DNA. He has a PhD in Biochemistry.)
