I can tell you that it is used quite often. I, as other consultants, approve on a frequent basis (several times per day for me) pending requests.
As for sending a notice by private to the person who created the thread to mark the message, we do not approve that. That was one reason that we allow users the ability to force a message to be marked as a solution.
