I get the following message:

This is usually related to users behind proxies where the proxy is hidding this information. In order to use this option, you need to make sure your proxy does not block this standard information. You may adjust or contact your network administrators

What do I need to modify to change this?

>From the What's new section, each file entry has a link in it's title. That'll bring you the detail entry of that file. There is an option to Download which contains the hyperlink of the file near the top of the entry. Are you seeing that?
