You should confirm that you are distributing the right FOXUSER table. From the command window, enter

? SET('RESOURCE',1)

to see exactly which file is set as the resource file. This is the file that you should be distributing. You might also want to confirm from within the app which RESOURCE file is being used after you do the SET RESOURCE TO FOXUSER command. You can do this with the debugger or a wait window or something.
