My guess is that if it's creating a new FOXUSER file when the EXE runs, it means the one you are including isn't in the path and it can't find it. Be sure the FOXUSER file is excluded from the project and be sure it resides somewhere in the path, like in the same directory as the EXE. You may have some commands in your startup program that change the current directory to a data directory and then it can't find the FOXUSER file anymore.

I don't know if any of these ideas help, but I hope they point you in the right direction.
