Ftp / on the server side has the ability to add in server specific functions which are not standard ftp functions, Sort of like stored proceedures in a sql database.
The ftp command site is how you access server specific commands. passing in the server specific command that you want to execute.
I am sure that this is the reason that WestWind knows nothing about it, its not a west wind issue.
You might try taking out the word QUOTE out of your ftp script ?
I have used the site command on other servers and used it for thinks like
site chmod 766 which actually changes the read / write permissions on the server of files I just uploaded.
