It's almost inevitable that registration of the runtime components from VFP 7 will fail on older boxes, since much of the functionality of the runtime is dependent on newer and additional system support modules for the operating system; installation of these components may involve one or more reboots during the process of installation, with automated restart needed. Rather than trying to roll your own install, I'd suggest using either the InstallShield Express Limited Edition that comes with VFP7, or another WIndows Install compatible product such as VSI, WIse or the newer versions of InstallShield to properly install and place files on the syste.
FWIW, your approach is strictly suicidal; you'll encounter truly horrendous problems with a sloppy install in complex Win2K and XP situations, where you're likely to break the whole thing by trying to install by copy.
