You can't change the content of a survey once it is online. Otherwise, this would false the results. In such surveys, Other would allow, as you said, to gather the information. But, that information should not appear then in the list of choices as it won't make any sense from that point. As for gathering the information when Other, we prefer to not do it as there won't be any use we would do with that information. Also, as we go online and spend a few weeks to allow the community to nominate, there is no need to gather Other.
