"To the menu": Depending on the situation, you might also consider other options, for instance: a) A separate program (you do the maintenance yourself, or a system administrator does it), b) Invoked automatically on startup, the first of every month (single-user system).
Of course, a menu command might also be appropriate in many situations.
Unfortunately, the user needs exclusive access to be able to issue the PACK command (I was forgetting this is another reason NOT to use it for every DELETE).
