Top-level-form menu behavior problem

Most of the forms in one of my applications are top-level forms,
each with their own menu-system.

With these forms, I have a menu behavior problem:

In FORM_1, the user initiates the menu-system using the mouse.
He wants to start FORM_2.
The menu-code is like this: ON SELECTION ...... DO FORM FORM_2
This works like I want it work; FORM_2 is started and gets focus.

If, for example, ALt+F is used to initiate the menu-system, this happens:
FORM_2 is started and gets focus, then FORM_1 is brought forward and gets focus.
The user must then locate FORM_2 to continue with his task.

How do I fix it? Is this a known bug with a work-around?
A solution to this problem would be very nice.
