John, you need to end whichever .exe called it first. If it's IIS, you need to stop/start IIS (IISRESET command). If VFP, end your VFP session.
BTW, from what I've been hearing, ASP.NET won't require shutdown of IIS to release VFP mtdlls (something called shadowing)...
