I've modified your control to enable only in Header of column not when the mouse over Column or other object. BTW, I would like to suggest the little addition to your control. It could be just cool if your control can check that the property icToolTipText (or something like) is exist in object that is under mouse and can use this property instead of TooltipText property. It is because of limitation of Tooltip length.
