Hmm... good questions... but, I would say no... it really depends more on the traffic than the number of connections.

Of course, design your app to make as little traffic as possible. I would tell the client that he can start small and add as he feels he needs. Better that he upgrades in the future rather than paying for bandwidth he doesn't need.

Also, if you want to limit traffic you might want to write the application as a web application, this will limit the traffic and maximize any band with, but there will be small tade offs... the basic on being that the user interface won't be as rich.
