That's what happens with shortcuts. They work most of the times but ocassionaly fail. :)
Here's what you can do:
1. Make sure that you put files in the windows system directory. It varies from OS to OS and from PC to PC.
2. Try to register runtime files using regsvr32
3. Create minimall install that includes just runtimes. It'll also update any system files VFP runtime depends on, like VC++ runtime libraries.
