The report engine calculates how much info it MUST put on a page (page footer, etc.). If it ends a group, and the group footer takes more room than is available on the page -- including the required information -- it will place the group footer on the new page. That, it seems, makes an awkward appearance.
Unfortunately, you really don't have control over the way that VFP lays out the page. And, you'll always have the possibility of running into that situation with your current setup.
I think you're getting into the area of The Art of the VFP Report Writer. No immediate solution comes to mind, though others may have one.
Here are some thoughts.
1. Often, companies will use letterhead only on the first page of a multiple page report. If that's a possibility, you could use a document header for the first page, and then there should be no problem.
2. Can you use a page header to contain your group header information? I find that is often a good solution because the information is reliably at the top of the page.
