Check out Inno Setup at:
http://www.jrsoftware.org/isinfo.htmThe latest version has Wizards and everything. All you have to know is what run-time files to include (usually just VFP6R.DLL and VFP6RENU.DLL from your system directory).
Inno is free for individual and commercial use, and it is written in Delphi (you can even get the Delphi source code if you wish).
I have nothing to do with Inno, am just a very satisfied user. Inno supports all kinds of configurations, including pre and post setup actions, registering keys and OCXs, and it all has the look at feel of the latest Windows setup screens. It build very small self-extracting setup files and runs great!
