The ASN often times contains this same carton code, so when the receiver scans the package their computer system knows it's contents.
I agree, but you can construct a non-compliant carton label without the UCC identidfier; if the document is being used by a customs clearance or tax organization, they don't care much about the UCC identity. I deal with this pretty routinely; we use pre-clearance of customs with an ASN and a proforma commercial invoice when moving stock to foreign distributors.
