you need to install Dial up server to your PC 1st from Win98 CD.
Then, go to dial up connection, connections menu and select dial up server.
New form will appear, select 2nd option "allow access" and apply. You will see a small modem icon appear in your systray.
Using Dial up connection (as hos you dial to internet, replace the phone number with your destination PC phone line number) to connect to host.
