That clears things up! I did not see a reference to VFP in your first post.

As far as VFP is concerned, it is not part of the CLR picture. VFP can play in the VS .NET sandbox through web services. Since VFP can create COM Components, the Soap Toolkit can use those components in the publishing of web services.

COM Components can be called from within VS .NET. I have yet to test this functionality. It will be important because there is a big investment in COM that is not going to go away!
