It sounds like the problem is that MS Turkey has to buy 10 copies at a time from the Microsoft main office and they are afraid of selling one and having nine left on the shelf.

I'd contact Ken Levy. Maybe only the needed copies can be sent to the Turkish office. Of course another solution would be to get all the orders together at once and buy as a group, but that may be difficult.
