You can try to stop MSSQLSERVER service manualy. Go to Control Panel -> Administrative Tools -> Services. Find MSSQLSERVER service and right click on it and select Properties. Change 'Startup type' to Manual and click Stop and than Ok buttons. After that you can try to install MSDE again.
