Normally how this works is when you develop an app it will run on any PDA that uses the Palm OS. This is how SatForms works and I suspect how CASL works as well. The only limitation may be that it must be a Palm OS version X or later where X may be something like version 3 or some such. This should be specified in the software spec or a FAQ. For SatForms it is 3.0 or later. SatForms FAQ

The app I developed runs on the various PDAs just fine. I developed specifically testing on a Palm IIIxe and it works on V, VII, 505m, and Horizon brands as well. These all run the Palm OS.
