here at work we use a proxy server called WinGate ( i think ). its free for one user connection to the machine, but any more than that and you have to pay. i don't know how much but i don't think its much. it will run on win95.

if you are running nt you can check out ms proxy server. i think you can download an eval of 2.0 from ms for free. i don't know if it requires nt server or if it will work on nt workstation also.
