No, of course not. This was expressed very elegantly in the movie "2001 - Odisey in Space". I don't remember the exact wording, but it went something like this: A system can be built to be fool-proof (capable of resisting accidentally doing the wrong thing), but not one that can resist someone doing harm on purpose (the ship computer, in the movie, went mad and eventually killed all, or was it most of, the crew).
What is really required is a new ethics - worldwide. And this is a daunting task. Not impossible, I believe - but it will still take a while.
