As far as I know, INTL is more of a data driven toolkit used in constructing an application which can then be deployed in different languages, and less of a tool to port a VFP application from one language to another, if that helps.

I checked codepages supported by VFP 6 (7 is as home and may include more) and a codepage for Hebrew is not supported. I suspect because of the vowel renderings that Hebrew may require a double-byte scheme, though I'm not sure. That would have an impact on indexing, sorting and searching.
