Sure it is, but the person could be otherwise occupied/consumed at this time. I have no idea of the timeframe, but people do get busy from time to time, or otherwise distracted or have their equipment fail on them or...

Her question was 'should she publish or not'. To me it is clear and the answer is no until either he does or he gives permission. It won't work to say I tried to reach you, couldn't, so I published. Publishing is not an option without contact, and how hard she tries or how long she waits has no impact on the problem. No timer is going to expire that then gives her permission to publish. It's in HIS hands, not hers.
