Thank you for your input.
I've checked a variety of things and it seems to be that VFP pays more attention to printer tolerances than FoxPro 2.6
I checked the original report and it was letting me create a group area that was 10 inches tall...combined with the .5 inch head and .667 inch footer I had a print area of over 11 inches...which FoxPro 2.6 was allowing me.

VFP on the other hand knew that my printer was only able to print 10.65 inches on letter size paper, and confined my design accordingly.
