Alen,
You're giving the US Postal Service too much credit :-). This isn't possible, since zip code assignment is abitrary. For example, you can't even make the assumption that the value of the first digit of two codes can be used to determine relative location, let alone distance. For example, you might want to assume that this value increases as you go west. In general this *might* be true. Then again, Minneapolis is 554 and Chicago is 606. Another example, the Sears Tower in Chicago is so big it has it's own zip code, but it's only one city block. Where I live just got a second zip code in for area that about 100 square miles.
