Your best bet with Win95 if it's pre-OSR2.1 (like original retail Win95) is to install the DCOM95 support, and then install IE4 (not 5 or later) with the Active Desktop options. From there, either install IE 5.5SP2 or IE6, or apply the self-installing executable available from the MS web site for WSH (see my sig block for links.)

You need to install IE4 in order to get the updated Shell components for Win95 or Win95a (the retail version and upgrade) - OSR 2 v 2.1 and later have the Active Desktop Shell components IAC.
