Typically there are no speed related problem accessing EXE from the network even for much bigger user numbers. But I would say that the normal practice is to install VFP runtimes on the local PC. It is easy to do it by creating the network Setup with Setup Wizard and include VFP runtimes in the setup files set.
Also, I would recommend to install your application EXE on the local PCs. Not only it will load faster, but you will avoid the maintenance nightmare, when just to promote the new version of EXE you will need to kick all users out.
The distribution of the new EXE version (and/or/any other related files) from the LAN to the local PCs is easily done with the Launcher programs. There are several of them in Downloads section, for example my "Simple Application Launcher" file#

To get a new version posted on the server users need only to restart their application.
