That generally points to Outlook not being properly installed or accessible in the server in question.

Besides that, unless you have a compelling need of Outlook services (other than email), I would use SMTP as Eric pointed out. Outlook is too 'heavy' for a web server application. SMTP may be a better choice when you consider that you could have many potential concurrent hits to an ASP page.
