This is by design, because the command window, properties window, document view and datasession window are all dockable in VFP 7.0. You can dock them all inside one another and use the tabs to switch between windows at any time. Takes a bit of getting used to, but I now do this all the time.

(In fact you can even, if you use FoxPro frame, dock the debugger windows too)

If you really want to revert to separate windows, then, as Sergey said, disable the dockable property of the property window. Either right click the title bar or use the WDOCKABLE() function to change the state of the relevant window.
