I have never done this, but; an alternitive may be to
not use the reports header area at all and make a group
that contains the header information. Break the made up header
group with a report variable.

This way you won't get blank lines at the top of your report
as you would by supressing header stuff.

If I test this or or come up with a better alternitive I will
let you know.
