This can't be done on the same PC without rebooting it.

The way codepages work, you can display English and anything else, and at the limit you support English and Western European languages all at once.

But Russian is in an entirely separate character set and this isn't compatible with Western European languages.

In summary you can do
English + Western European languages
English + Eastern European languages

but not

Western European languages + Eastern European languages


Note that you can *store* anything from any language. Just you cannot necessarily display it. To do that you need Unicode which VFP does not support.
