I believe I've seen that when the specified temp directory does not exist. Usually this is when running Fox from a server, but with a preferences setting that specifies a temp directory on the local hard drive. For example, if a temp directory of C:\TEMP is specified, but it does not exist on the local hard drive, you can get that error.
