Jim is in PSS, and generally MVP leads at Microsoft work in PSS, so you are correct that it is rare to have a non-PSS person as an MVP lead like myself. I think this will be more common in the future though because it is important in the area of building communities.
Fox seems to always take the lead with the MVP program. I have no doubt that other groups will emulate this.
