Yep, try this:

1. Uninstall VFP7 RTM from Add/Remove Programs.
2. Install VFP7. This should be pretty quick, maybe 5 minutes or so, as you will have the Component Update bits already installed.
3. Rerun the SP1 patch.

I've seen an instance or 2 where the SP patch could not be successfully applied, and the uninstall/install seems to clear this in every case.
