3 years ago I was responsible for an app. which always had over 200 users signed-in. Response was fine for everyone.

This was FPD 2.6 and Novell 3.1. It was not FPW, but I would guess that FPW's slower attributes are limited mainly to the screen handling stuff, which would be at the workstation level.
