I finally put this code into production, however, the error is still happening periodically. In the on error routine, the program captures all of the aliases in each of the data sessions and writes it to a table. When I examine this information, the cursor exists in the data session that the form is using.

I think my only alternative is to change the code to recreate the alias when it is not USED.
