My understanding is that if the reports are produced by a server and can be accessed by more than 5 concurrent users you will need to purchase additional licenses for the additional users.

For this reason, we decided not to proceed with our plans to use Crystal Reports [we were looking at 600 concurrent users].

Apparently, this restriction came with Version 8 - Version 7 didn't not include this in the license agreement.
