MS is going to require you to have a licences for each person/machine that is going to use VFP for development. They do not do any sort of site licensing or "concurrent-user" licensing where the product tracks the number of concurrent users over a network. Any app you develop can be installed (runtime only) on any number of machines without regard to licensing.
